GEN 1.3 ENTRY, TRANSIT AND DEPARTURE OF PASSENGERS AND CREW
1. CUSTOMS REQUIREMENTS
1.1 Baggage, cabin baggage, currency and valuables of passengers and crews carried across the frontier of the Republic of Kazakhstan are subject to customs clearance.
1.2 Passengers arriving in to the Republic of Kazakhstan with cabin baggage and baggage that is not exempted from customs inspection shall complete a customs declaration.
1.3 Cabin baggage and baggage in possession of passengers, with the exception of articles prohibited from being taken in or out of the Republic of Kazakhstan, shall be cleared in quantities needed for personal consumption, in accordance with the Rules of Customs Control.
1.4 Customs inspection of cabin baggage and baggage in possession of passengers arriving in to the Republic of Kazakhstan is carried out in the presence of passengers in clearance rooms, storage and directly in transportation facilities.
1.5 Hunting guns and ammunition for them as well as fire-arms and ammunition for them and hunting knives, with the consent of the carrier, may be carried as registered baggage, provided that they have been placed in the baggage cargo compartments of the aircraft inaccessible to passengers. In the case guns and/or hand, arms shall be unloaded and ammunition for them packed appropriately separately.
1.6 Cameras and cine-cameras carried onboard of aircraft shall be kept in suitcases. Taking photos from an aircraft is prohibited.
1.7 Radio equipment, including those of small size, is accepted for carriage only when packed in luggage.
1.8 Dropping from an aircraft any objects and use a parachute in the airspace of the Republic of Kazakhstan is allowed only in the case of a disaster. A parachute may be carried only if permission to the flight indicates so.
2. IMMIGRATION REQUIREMENTS
2.1 Entry and departure of passengers to/from the Republic of Kazakhstan are subject to permission issued by border control points, provided they are in possession of relevant and valid documents.
2.2 At the entrance or departure from the Republic of Kazakhstan every passenger must have a valid passport or equivalent document with a valid visa, unless international agreements to which the Republic of Kazakhstan is a party, stipulates otherwise.
2.3 If a foreign aircraft take a passenger to the Republic of Kazakhstan with violation of orders provided in GEN-1.3.1.1 and GEN-1.3.1.2, the aircraft operator is obliged to take the passenger back from the territory of the Republic of Kazakhstan.
2.4 Transit of passengers through the territory of the Republic of Kazakhstan with stopover shall be carried out according to the conditions described in GEN-1.3.1.2.
2.5 Passengers travelling through the territory of the Republic of Kazakhstan do not require transit visa in the following cases:
- when travelling on a non-stop transit flights across the territory of the Republic of Kazakhstan;
- if in possession of documents giving the right to enter the country of destination and of air tickets with confirmed date of departure from the Republic of Kazakhstan airport of transfer within 24 hours;
- when being citizens of a State with which the Republic of Kazakhstan has signed appropriate intergovernmental agreements.
2.6 Disembarkation and/or embarkation of passengers at airports are carried out with the permission of border control points.
2.7 Foreign aircraft crew members arriving to and/or departing from the Republic of Kazakhstan shall be subject to the conditions described in GEN-1.3.1.2, unless international agreements to which the Republic of Kazakhstan is a party, stipulate otherwise.
3. PUBLIC HEALTH REQUIREMENTS
3.1 Sanitary-quarantine measures in the Republic of Kazakhstan are applied in compliance with the requirements of the World Health Organisation.
3.2 Every passenger arriving in to the Republic of Kazakhstan from quarantine disease infected countries (cholera, plague, and yellow fever) shall present an international Certificate of Vaccination against these diseases.
3.3 The certificate of vaccination is valid if it corresponds to the international form and the expiration dates, approved by the World Health Organisation.
3.4 Any change of the form of a certificate or blankness of one of its items may make the certificate invalid.
3.5 With regard to passengers not in possession of an international vaccination certificate, the following measures shall be taken:
- passengers arriving from cholera infected countries not in possession of a valid international vaccination certificate shall be isolated, and arrivals from such countries in possession of a valid certificate shall be medically supervised. Duration of isolation and supervision shall constitute five days from the moment of leaving the cholera-infected country.
3.6 If a crew - member or passenger falls ill in flight, the pilot-in-command has to report it to
ATC before arriving at an airport so that medical aid is rendered in good time and for providing necessary measures.
3.7 The pilot-in-command (or his/her confidential agent) must complete and submit a health section of a general declaration upon arrival at an airport.
3.8 In the case, when aircraft carrying out international flight made a forced landing at the airport that does not handle international flights or at a place other than an airport, the pilot-in-command shall take measures preventing crew and/or passengers from being in contact with a local population. The pilot-in-command shall report about the event to local authorities immediately.
3.9 Passengers showing symptoms of an acute disease right away after arrival or while staying in the Republic of Kazakhstan must be referred to the nearest medical institution immediately.
3.10 Passengers under medical supervision have the right of free movements but are obliged to inform health authorities when leaving to another settlement.
