Born in 1984 in the city of Tselinograd (Astana). He graduated from The Institute of Management (Astana), the Academy of Civil Aviation (Almaty), the Academy of Public Administration under the President of the Republic of Kazakhstan.

He started his career in 2007 as a Leading Specialist in the Aviation Security Division of the State Safety Supervision Department of the Civil Aviation Committee.

2010 - 2011 - Expert of the State Safety Supervision Department of the Civil Aviation Committee. 

2011 – 2014 - Head of the International Relations Department of the Civil Aviation Committee.

2014 - January 2020 - Head of Scientific and Technical Information Division of the Strategic Planning and Quality Department,  Deputy Head of the Strategic Planning Department of «Kazaeronavigatsia» RSE.

From January 2020 to August 2023 - Deputy Chairman of the Civil Aviation Committee of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan.

Since August 2023 - Deputy Director General of «Kazaeronavigatsia» RSE.
