The 47th meeting of the ICAO Language Proficiency Requirements Implementation Task Force is taking place in Almaty

The ICAO European and North Atlantic Regional Office (EUR/NAT) is holding the 47th meeting of the Language Proficiency Requirements Implementation Task Force (LPRI TF) in Almaty.

ICAO language requirements apply to pilots of aircraft operating international flights and to air traffic controllers (ATCOs) providing these flights. To maintain a high level of safety, aviation specialists must have General and Aviation English Proficiency of at least ICAO Operational Level 4.

The LPRI TF Task Force is responsible for harmonising language qualification requirements and oversight their implementation in the countries of the EUR/NAT region.

The meeting objectives are:

• Coordinating approaches to the implementation and monitoring of Language Proficiency Requirements (LPR);

• Sharing experiences in Aviation English training and testing;

• Supporting national aviation administrations, training and testing organizations in the uniform application of ICAO standards.

The meeting is attended by representatives of the ICAO headquarters, as well as international organizations - IATA, IAOPA, EASA, EUROCONTROL.

The Republic of Kazakhstan is hosting delegates from aviation authorities, training and testing centers from Denmark, Poland, the Republic of Moldova, Austria, Croatia, Cyprus, Serbia, Switzerland, Slovenia, Luxembourg, Kyrgyzstan, the Russian Federation, Azerbaijan, Uzbekistan, Belarus, and Kazakhstan.

The total number of participants is 54 persons.

The main topic of the current meeting is the practical clarification and application of EUR Doc 046 “Guidance on the Harmonized Implementation of Language Proficiency Requirements and Its Oversight”, published in December 2023. This document is a logical continuation of the ICAO Doc 9835 “Manual on the Implementation of ICAO Language Proficiency Requirements, published in 2010, and is aimed at supporting Central Asian States in the uniform application of language standards.

Participation in the event allows:

• learn about the latest ICAO EUR/NAT initiatives aimed at facilitating the implementation and monitoring of aviation personnel language proficiency standards;

• gain access to up-to-date information on contemporary approaches to testing and teaching aviation English;

• participate in a professional exchange of views with representatives of international and national aviation organizations;

• establish and strengthen business relationships that facilitate the effective implementation of ICAO language standards at the national level.

The representatives of “Aviation Administration of Kazakhstan” JSC, the country's leading airlines, the Professional Training Center of “Kazaeronavigatsia” RSE, the Civil Aviation Academy, and the training and testing centers - Swan Aviation and Aviator.kz are participating in the LPRI Task Force meeting from Kazakhstan.
